Fatigue management at remote sites

Work at remote, changing, or hard-to-access sites — upland plant, rural utilities assets, dispersed highways closures, rail possessions far from depots — often adds travel burden, limited welfare, and uncertain finish times on top of shift-work fatigue.

This page describes planning considerations for supervisors and planners. It is not legal advice on travel pay, accommodation entitlement, or driver-hours rules.

Assess total elapsed time — not only hours on site:

  • Outward journey before work
  • Duty at the remote location
  • Return journey — sometimes driving after a long or night shift

When return travel would occur at peak fatigue — after nights, long shifts, or extended door-to-door exposure — organisations may consider whether overnight accommodation near site supports safer recovery. See accommodation and fatigue planning.

Accommodation is one possible control among many. What is reasonably practicable depends on location, contract, cost, and operational constraints. Policies vary by employer and sector.

Remote sites may lack permanent buildings. Planners should ask:

  • Are toilets, shelter, and drinking water accessible?
  • Can workers take breaks during shifts without excessive travel to welfare units?
  • Does weather make rest outdoors inadequate?

Supervision, communication and emergency response

Remote work can reduce informal oversight. Organisations may consider:

  • Check-in procedures and lone-worker arrangements where applicable
  • Clear escalation when workers report fatigue or driving concerns
  • Emergency response planning that does not assume alert crews indefinitely

HSG48 emphasises organisational context — culture and supervision affect whether fatigue is reported early.

Include remote-site factors in fatigue risk assessment:

  • Travel duration and timing
  • Accommodation need
  • Task demand and vigilance requirements
  • Break feasibility

Encourage worker fatigue reporting when patterns feel unsustainable. Retain fatigue records when elevated risk is accepted to complete remote work.

  • Legal advice on travel time as working time or paid commute
  • Driver hours, tachographs, or HGV compliance
  • Universal travel or rest limits
  • Mandatory accommodation standards without competent verification
