Fatigue management during emergency works

Emergency works — fault response, network restoration, safety-critical defects, and unplanned outages — often start without warning, run for unknown duration, and interrupt planned rest. Fatigue risk can rise quickly even when the work itself is necessary and urgent.

This page describes governance themes for planners and supervisors. It is not legal advice. Emergency urgency does not remove organisational responsibility to manage foreseeable fatigue risk proportionately.

Emergency work still needs fatigue governance

A common misunderstanding is that urgency exempts fatigue management. Organisations should still:

  • Assess foreseeable fatigue risk as work continues
  • Escalate when crews show signs of unsustainable load
  • Consider relief staff or task rotation where practicable
  • Record key decisions — see fatigue decision record template

Documentation supports review — it does not create automatic approval to work when alertness is impaired.

Reactive work may require:

  • Immediate travel — extending wakefulness before duty
  • Long door-to-door exposure — see door-to-door time
  • Accommodation if work continues through multiple shifts away from home

Relief arrangements should be planned before emergencies where possible — not improvised only after incidents.

Supervisors and managers may need clear authority to:

  • Pause non-critical tasks when fatigue risk is elevated
  • Bring in relief crews
  • Accept schedule delay when safety requires recovery

Workers should be able to report fatigue or driving concerns without inappropriate blame — even during urgent work. See worker fatigue reporting.

Low reporting does not prove low risk. Barriers to speaking up may hide systemic strain.

Post-event review may include:

  • Planned vs actual hours and travel
  • Whether the same individuals covered repeated call-outs
  • Mitigations used and what could improve next time
  • Fatigue assurance — learning for future response planning

HSG256 recommends reviewing risk assessments when circumstances change materially — emergency patterns may warrant roster or resource changes.

  • Claiming emergency work is exempt from health and safety duties
  • Automatic approval to continue when fatigued
  • Legal interpretation of on-call or overtime arrangements
  • Software or product promotion
