Fatigue management during night works
Night works — road closures, possessions, maintenance outages, and site programmes scheduled in quiet hours — place crews in circadian low periods when alertness is naturally reduced. Night work is not automatically unsafe, but it needs deliberate planning beyond copying a day-shift roster.

Why night works increase fatigue exposure
Section titled “Why night works increase fatigue exposure”Compared with daytime work, night works often involve:
- Lower alertness — especially in the early hours
- Reduced sleep quality — if workers sleep in daylight before or after duty
- Accumulating sleep debt across consecutive night blocks
- Environmental strain — lighting, temperature, noise, and isolation
- Completion pressure — reopening roads, plant, or lines on schedule

Sleep opportunity before and after work
Section titled “Sleep opportunity before and after work”Planners should assess:
- Whether workers can obtain realistic sleep before the first night of a block
- Whether finish times allow recovery before the next duty — avoiding habitual quick returns
- Whether travel home after a night shift occurs when alertness is low
- Whether weekend or blockade programmes compress multiple nights without adequate recovery
Lighting, environment and welfare
Section titled “Lighting, environment and welfare”Night works may have:
- Variable lighting — too dim may increase sleepiness; harsh light may cause strain
- Heat, cold, wind, and rain on outdoor sites
- Limited welfare and rest facilities — breaks taken in vehicles or skipped under pressure
HSG48 reminds organisations that environment and workload interact with fatigue — controls should be workable on site, not only on paper.
Breaks and task scheduling
Section titled “Breaks and task scheduling”Where operationally feasible:
- Place highest-demand tasks earlier in the shift
- Ensure breaks during shifts are achievable
- Consider task rotation for vigilance work — traffic management, monitoring, isolations
Breaks support performance; they do not fully offset circadian low.
Call-outs, overruns and planned vs actual
Section titled “Call-outs, overruns and planned vs actual”Night programmes often overrun:
- Weather, access, or materials delay completion
- Call-outs extend wakefulness beyond rostered end
- Cover shifts disrupt recovery days
Compare planned vs actual exposure when overruns recur. Fatigue assurance asks whether controls work in practice — not only at design stage.
Reporting and records
Section titled “Reporting and records”Organisations may provide:
- Clear worker fatigue reporting routes — including driving concerns
- Fatigue records when elevated night-work risk is accepted
- Post-programme review after intensive night blocks
Records support governance — they do not prove a shift was safe.
Sector context
Section titled “Sector context”Night works appear across sectors with different contractual expectations:
- Highways — closures and carriageway work
- Construction — quiet-period site access
- Rail — possessions and maintenance windows — ORR guidance applies to rail industry context
