Breaks and recovery during shifts
Breaks during a shift are not a luxury — they are a practical control for sustaining alertness, managing workload strain, and allowing brief recovery during long or demanding duties.
How breaks are scheduled, whether they occur in practice, and what workers do during them all affect fatigue risk. Breaks alone do not make a shift safe, guarantee compliance, or replace wider roster design and fatigue risk assessment.
Why breaks matter
Section titled “Why breaks matter”Continuous work — especially vigilance tasks, physical labour, or monotonous machine-paced activity — increases mental and physical fatigue independent of shift length alone.
HSE notes that accident and injury incidence has been found to be higher when breaks are inadequate, alongside long shifts, night work, and successive duties.
Breaks can:
- Interrupt sustained concentration
- Allow brief rest, nutrition, and hydration
- Reduce continuous time at low circadian alertness (on night shifts)
- Provide a checkpoint for workers to notice escalating tiredness
Effectiveness depends on timing, length, quality, and whether they actually happen.
Timing and quality of breaks

HSG256 discusses breaks as part of shift work risk assessment and control. Organisations should define what is reasonably practicable in their context — not assume one break pattern suits all roles.
Workload intensity and vigilance tasks
Section titled “Workload intensity and vigilance tasks”The same break schedule may feel different depending on task demand:
- Safety-critical vigilance — signalling, control rooms, lone working
- Physical demand — construction, utilities, maintenance
- Monotony — repetitive monitoring or machine-paced work
- Peak demand — outages, possessions, programme acceleration when breaks are skipped
Roster design should align break feasibility with realistic workload — especially when overtime extends duty beyond what was assessed.
Night shifts and long shifts
Section titled “Night shifts and long shifts”Night shifts and extended duties raise additional break considerations:
- Circadian alertness is often lowest in the early hours — breaks during this window may help sustain performance where operationally possible
- Long shifts increase continuous exertion — missed breaks compound the effect
- Post-break alertness does not fully offset circadian low — breaks support, they do not eliminate night-work fatigue
Compare roster options with fatigue risk index (FRI) methods where used — RR446 includes job and break factors in modelled estimates. Treat outputs as decision support with known limitations.
Working time and rest breaks (cautious note)
Section titled “Working time and rest breaks (cautious note)”The Working Time Regulations 1998 include provisions on rest breaks for many workers, with exemptions and modifications by sector and role.
This page does not provide legal advice on whether a specific break pattern meets statutory requirements. Fatigue risk assessment should consider whether breaks are adequate for the task and shift — which may be a higher bar than minimum legal entitlements in some contexts.
Practical planning considerations
Section titled “Practical planning considerations”Organisations may:
- Schedule breaks before predictable high-demand periods where feasible
- Ensure cover so breaks can be taken without guilt or operational penalty
- Provide suitable rest areas on site or in depots
- Train supervisors to protect breaks during peaks unless genuinely impracticable
- Include break assumptions explicitly in fatigue risk assessment documentation
Documenting missed or disrupted breaks
Section titled “Documenting missed or disrupted breaks”When breaks are routinely missed, shortened, or interrupted:
- Record the pattern in operational reviews — see fatigue records and audit
- Compare with planned vs actual fatigue data — actual workload may exceed what the roster assumed
- Investigate root causes (understaffing, culture, client pressure) rather than blaming individuals
- Reassess controls if disruption is chronic
A roster that includes breaks on paper but not in practice is a governance gap.
Linking break disruption to wider review

- Roster or staffing levels are unrealistic for peak demand
- Consecutive shifts and overtime are eroding recovery across the week
- Worker fatigue reports should be taken seriously even when hours look compliant
